Downlight Installation done wrong

Downlights checked on Electrical Inspection and found like this. Only recently installed by a builder.

Outer cable should be within the fitting and CPC (earth wire ) should be identified with sleeving. All the downlights in the room were like this and will need re-terminating prior to being put back up.
